What is the KassenSichV?

It specifies Section 146a of the Fiscal Code and regulates technical requirements for electronic recording systems — particularly TSE requirements, receipt obligations, and registration duties.

The 5 Core Obligations of the KassenSichV
These obligations arise from the Cash Register Security Regulation:
-
TSE Requirement
Every electronic POS system must have a certified Technical Security Device (TSE).
-
Receipt Obligation
A receipt must be issued for every transaction — on paper or digitally.
-
Standardized Digital Interface
Cash data must be exportable in the DSFinV-K format for tax audits.
-
Registration Duty
Electronic POS systems must be registered and deregistered with the tax office.
-
Logging Duty
All transactions must be logged completely — including cancellations and system events.
Consequences of KassenSichV Violations
Non-compliance can have significant consequences:
Fine
Violations can result in fines up to EUR 25,000.
Revenue Estimation
Without proper TSE, tax authorities may estimate revenue — usually unfavorably.
Cash Audit
Tax authorities can conduct unannounced cash audits and review all data immediately.
